USAID LEV Program held a briefing on the registration of the Draft Law on Regulation of Outdoor Advertising
On October 25, 2017, the USAID LEV Program organized a public discussion dedicated to the registration of the Draft Law of Ukraine No.2702-d “On Amendments and Additions to Certain Legislative Acts as to regulation of Outdoor Advertising Placement” aimed at solving problems in the area of outdoor advertising and billboard placement.
The Draft Law was developed in collaboration of the USAID LEV experts with specialists of the Ministry of Economic Development and Trade of Ukraine, members of parliament of Ukraine, as well as with the participation of representatives of the Ukrainian Association of Outdoor Advertisement Operators.
Adoption of the Draft Law will ensure the stable functioning of the outdoor advertising market, increase budget revenues, and create the necessary preconditions for preventing abuses and violations of legislation. The industry will operate on a transparent, competitive basis and business entities, especially small and medium-sized businesses, will obtain an enhanced access to means of informing about their goods and services. MP - Head of the Committee of the Verkhovna Rada of Ukraine on Freedom of Speech and Information Policy Viktoria Syumar, MP Oleksandr Opanasenko, First Deputy Minister of Economic Development and Trade of Ukraine (MERT) Maksym Nefyodov, Senior Expert of the USAID LEV Program Lyubomyr Chorniy, and Head of the Association of Outdoor Advertisement Operators Oksana Polischuk were the event speakers.
The event gathered about 30 participants, among which were representatives of the MERT, journalists, experts, agents of the outdoor advertising market, representatives of business associations.
